While it is claimed we are a "Nation of Laws", the emperical evidence would suggest that this premise is false.  There appear to be "special entities" that are accorded relative immunity by the courts of New York though they carefully contrive to create the impression of equity, fairness and justice.  The "protected" would include the State, Municipalities and Public Authorities.
